Biotech - Debutta fra le polemiche l’etichetta per i prodotti alimentari che contengono più dell’1% di ingredienti OGM, il cui obbligo non è esteso ai fornitori delle materie prime. Intanto cresce l’opposizione delle aziende al biotech e il Ministero della Sanità ha bocciato il pomodoro transgenico della Zeneca.
Biotech - While the debates continue, there is a new label for food products that contain more than 1% of OGM ingredients, while this does not extend to the suppliers of ingredients. Meanwhile there is rising hostility from companies towards biotechnology and the Department of Health has vetoed Zeneca’s transgenic tomatoes. (11/4/00)
Etichettatura di alimenti - Con circolare n. 165 del 31/3/00 il ministero dell’Industria stabilisce di riportare in etichetta la quantità esatta di ogni ingrediente citato nel nome commerciale del prodotto o disegnato sulla confezione. All’obbligo sono soggetti solo gli ingredienti, e non i componenti “naturali” di un prodotto alimentare (caffeina, vitamine, ecc.).
Food labels - Under circular no. 165 of 31/3/00 the Ministry for Industry has established that the precise quantity of each ingredient mentioned in the commercial name of a product must be declared or shown on the wrapping. This obligation only covers the actual ingredients and not the “naturally” occurring constituents (caffeine, vitamins, etc.). (21/4/00)
Etichettatura della carne - Per favorire la tracciabilità della carne, il Consiglio agricolo UE ha raggiunto un accordo (ancora da ratificare) che prevede a partire dal primo settembre prossimo un’etichetta obbligatoria per le carni (anche macinate) con l’indicazione del Paese di macellazione, sezionamento o disossamento; i codici di riferimento dell’animale e la categoria dei capi. Dal primo gennaio 2002, inoltre, dovranno essere segnalati anche paese di nascita dell’animale, d’ingrasso, di macellazione e Stato di origine.
Labeling for meat - In order to facilitate the tracing of meat, the UE Agricultural Council has reached an agreement (yet to be ratified) that sees a compulsory label on meat (including minced meat) to be effective as of 1 September next. The label is to indicate the country where the animal was butchered, cut or deboned; the animals reference codes and the animal’s category. Furthermore, from 1 January 2002 it will also be necessary to indicate the country where the animal was born, reared, butchered and the state of origin. (22/4/00)

AssiDomän ha chiuso il bilancio ambientale 1999 con una riduzione dei consumi energetici (8% ca.), delle emissioni di sostanze che formano acidi (25%) e delle emissioni di gas responsabili dell’effetto serra (12%).
AssiDomän has closed its environmental balance sheet for 1999 with a reduction in energy consumption (about 8%), in emissions of substances responsible for acid rain (25%) and emission of gases responsible for the greenhouse effect (12%).
Modo Paper ha designato Carl-Johan Alfhan responsabile internazionale Ambiente. Il gruppo ha recentemente ottenuto la certificazione ISO 14000 per tutte e sette le cartiere.
Modo Paper has appointed Carl-Johan Alfhan as its international Environment Manager. The group has recently obtained ISO 14000 certification for all seven of its paper mills.
Tetra Pak ha pubblicato un volumetto intitolato “Che fine fanno i cartoni per bevande usati?”, dove si illustrano i sistemi e le tecnologie di raccolta e riciclo dei contenitori poliaccoppiati a base cartone.
Tetra Pak has published a small volume entitled “What’s going to happen to used drink cartons?” that details the collection and recycling systems and technologies for cardboard-based polylaminate containers.

Decreto 25 febbraio 2000, n.124
Regolamento recante i valori limite di emissione e le norme tecniche riguardanti le caratteristiche e le condizioni di esercizio degli impianti di incenerimento e di coincenerimento dei rifiuti pericolosi, in attuazione della direttiva 94/67/CE del Consiglio del 16 dicembre 1994, e ai sensi dell’art.3, comma 2, del decreto del presidente della repubblica 24 maggio 1988, n.203, e dell’art.18, comma 2, lettera a), del decreto legislativo 5 febbraio 1997, n.22 Il decreto disciplina: • i valori limite di emissione degli impianti di incenerimento di rifiuti pericolosi; • i metodi di campionamento, di analisi e di valutazione degli inquinanti derivanti dagli impianti di incenerimento dei rifiuti pericolosi; • i criteri e le norme tecniche generali riguardanti le caratteristiche costruttive e funzionali; • i criteri temporali di adeguamento degli impianti di incenerimento di rifiuti preesistenti alle disposizioni del presente decreto. Decree 25 February 2000, n.124
Ruling bearing the limits for emission and the technical standards concerning the characteristics and the conditions of running of plants for the incineration and coincineration of dangerous waste, implementing directive 94/67/EC of the Council, December 16 1994, and under art.3, paragraph 2, of the decree of the President of the Republic 24 May 1988, n.203, and art.18, paragraph 2, letter a), of the legislative decree 5 February 1997, n.22 The decree disciplines: • the limits of emission of the incineration plants for dangerous waste; • the methods of sampling, of analysis and of rating the pollution deriving from the incineration plants for dangerous waste; • the criteria and the general technical standards governing construction and functional features; • the period in which waste incineration plants existing prior to the rulings of the present decree are to conform to the said decree. Si tratta del testo legislativo della direttiva 79/112/CEE integrato con tutti i successivi aggiornamenti e modifiche fino ad oggi. We are speaking of the legislative draught of directive 79/112/EEC integrated with all the following updates and modifications to date. (G.U.C.E. 6 May 2000, Series L/109, pag. 29) Decision of the Commission May 23 2000 that closes the antidumping procedure on the imports of compact disk containers from the Chinese Republic and frees the amounts deposited for the aforesaid provisory dues. The importers obliged to deposit provisory dues under the ruling/1999 covering the importation of cases for compact disks described under art.1 of the present ruling deriving from the Chinese Republic are freed from the antidumping measures. | Una plastica per il futuro
Safta di Piacenza, che da anni sperimenta materiali biodegradabili, e Progetti Ambiente di Milano, che vende materiali e servizi legati all’ambiente, hanno realizzato un progetto ambientale comune. Si tratta di Biofan, una famiglia di film biodegradabili e compostabili ottenuti dalla lavorazione di polimeri di origine vegetale, innovativa perché alla biodegradabilità è abbinata un’estrema facilità di utilizzo sugli impianti di estrusione. Il materiale, che si colloca tra le poliolefine e il PET, può essere sottoposto ai comuni processi di trasformazione (estrusione film, estrusione lastre, stampaggio a iniezione e termoformatura) e non richiede modifiche agli impianti di confezionamento. Biofan ha una buona barriera ad aromi e profumi, è stampabile con diversi tipi di inchiostri ed è ideale per prodotti cosmetici e alimentari. L’unico limite è il suo prezzo che rimane ancora alto, almeno fino a quando verrà avviato il nuovo impianto da 150.000 t, a fine 2001.
A plastic for the future
Safta of Piacenza, who’s been experimenting with biodegradable products for many years, and Progetti Ambiente of Milan, who sells materials and services connected to the environment, have worked on a joint environmental product. Called Biofan, this is a family of biodegradable films suitable for composting obtained by processing vegetal-based polymers. It’s innovative because its biodegradability is matched by its extremely easy application in extrusion plants. The material, sitting somewhere between polyolefins and PET, can be subjected to the common conversion processes (film extrusion, sheet extrusion, injection moulding and thermoforming) and requires no modifications to the existing packing plant. Biofan offers a good barrier to aromas and fragrances, can be printed with various types of ink and is ideal for cosmetic and food products. Its only limitation is the price, which is still somewhat high, at least until the new 150,000 t production plant comes on stream at the end of 2001.
| Certificato il Sistema Forestale Finlandese
Lo scorso maggio, il Consiglio PEFC (Certificazione Pan-Europea delle Foreste) ha ratificato il Sistema di Certificazione Forestale Finlandese FFCS. L’etichetta e il logo PEFC potranno così essere apposti sui prodotti finlandesi, garantendone la sicurezza e la provenienza da foreste gestite secondo criteri di sostenibilità lungo l’intera catena. Oltre a quello finlandese, il Consiglio del PEFC ha approvato i Sistemi di Certificazione svedese e norvegese per le foreste private e sta valutando le richieste avanzate da Austria, Svizzera, Francia, Repubblica Ceca e Germania.
Certification for the Finnish Forestry System
The PEFC (Pan-European Forestry Certification) Commission ratified the Finnish Forestry Certification System (FFCS) in May. The label and the PEFC logo can thus be used on Finnish products, as a guarantee of their safety and origin in woodlands managed in accordance with criteria of sustainable management throughout the chain. In addition to the Finnish system, the PEFC Commission has also approved the Swedish and Norwegian Certification Systems for private woodlands and is currently considering applications from Austria, Switzerland, France, the Czech Republic and Germany.
| Trattamento dei rifiuti
Strutturato per aziende specializzate nei vari segmenti della gestione, trattamento e smaltimento rifiuti, il Gruppo Systema è nato nel dicembre del ’95 e in cinque anni ha raggiunto un fatturato consolidato di 154 miliardi di lire, attestandosi fra i primi del settore. Sostenuto da un Piano di Controllo Qualità costantemente aggiornato, è attivo sia sui rifiuti urbani che industriali, con servizi che comprendono depurazione delle acque, trasporto, selezione e recupero dei rifiuti, incenerimento e cogenerazione di energia, nonché bonifica e recupero dei siti inquinati. Tre i campi di intervento principali: le discariche - fra cui si segnala quella di Montichiari (BS), omologata anche per i rifiuti speciali, pericolosi e tossico-nocivi - i centri integrati e le società di servizi. In particolare, le attività dei cinque centri integrati comprendono stabilizzazione, solidificazione, CFB e trattamento delle miscele oleose, stoccaggio provvisorio (anche di rifiuti pericolosi), trattamento della parte organica dei rifiuti solidi urbani per la produzione di compost, stoccaggio e pre-trattamento di rifiuti industriali. Fra le società di servizi figurano invece laboratori di analisi, certificati ISO 9002, società di trasporto di rifiuti liquidi e solidi, aziende specializzate in interventi di bonifica.
Treatment of waste
Structured for specialist firms in the various segments for the management, treatment and disposal of waste, the Gruppo Systema was set up in December ’95 and in the space of just five years has managed to achieve a consolidated turnover of 154 billion Lira, making it one of the top companies in this sector. Supported by a Quality Control Plan that’s kept constantly updated, the company deals with both urban and industrial waste, with services that include water purification, waste transportation, selection and recovery, incineration and energy cogeneration, as well as reclaiming and recovery of polluted sites. There are three main areas of intervention: land-fill sites - such as the one in Montichiari (Brescia), also authorised to handle special, hazardous and toxic/harmful waste products - integrated centres and service companies. In particular, the activities of the five integrated centres include the stabilisation, solidifying, CFB and treatment of oily mixtures, temporary storage (even of hazardous waste) and treatment of the organic part of solid urban waste for the production of compost, plus storage and pre-treatment of industrial waste. The service companies include analysis laboratories, with ISO 9002 certification, haulage firms for liquid and solid waste and companies specialising in reclaiming.
| Un concorso per l’eco-innovazione
L’Osservatorio Nazionale Rifiuti e Comieco annunciano un nuovo Bando Nazionale per finanziare 4 progetti innovativi per l’ambiente, nel campo della produzione di imballaggi cellulosici. Il concorso, destinato alle aziende della filiera cartaria con sedi produttive in Italia, promuove progetti d’imballaggio con basso impatto ambientale, migliore recuperabilità e riciclabilità, premiandoli con 200 milioni di finanziamento, suddivisi fra i progetti vincitori per ciascuna categoria, che riportiamo in elenco:
• Ecoimballaggi per l’e-commerce (imballaggi che comportino minor utilizzo di materia prima e/o maggior utilizzo di macero come materia prima, nonché migliore riciclabilità);
• Razionalizzazione merce-imballaggio per un minore impatto ambientale (progetti, nati dalla cooperazione tra produttore e utilizzatore dell’imballaggio, che offrano minor impatto ambientale in fase di trasporto, riciclo, recupero);
• Nuovi settori di impiego del macero (prodotti realizzati con macero come materia prima);
• Da imballo a prodotto (innovazioni per trasformare l’imballaggio “usa e getta” in un prodotto riutilizzabile, anche per altri scopi). I progetti dovranno pervenire a Comieco ([email protected]) entro e non oltre il 10 dicembre 2000.
A competition for eco-innovation
The Italian Waste Observatory and Comieco have announced a new Italian Competition for the funding of 4 innovative environmental projects in the field of the production of cellulose packaging. This competition, addressed to paper and board companies with production sites in Italy, aims to promote packaging projects with a low impact on the environment, greater recoverability and recyclability, with 200 million Lira in funding to be split between the winners of each category as follows:
• Eco-packaging for e-commerce (packaging requiring less use of raw materials and/or greater use of recycled waste pulp as a raw material, plus better recyclability);
• Rationalising of goods/packaging for less environmental impact (projects born of cooperation between the producer and user of the packaging, offering less environmental impact during shipping, recycling and recovery);
• New sectors of use for waste pulp (products obtained by using recycled waste pulp as the raw material);
• From packing to product (innovations that convert “disposable” packaging into a reusable product, even for a completely different purpose).
Details of the projects must be sent to Comieco ([email protected]) by 10th December 2000 at the latest.

Uni e Cermet hanno siglato un accordo di collaborazione per organizzare congiuntamente seminari, convegni, corsi tecnici allo scopo di sviluppare l’informazione e la formazione continua su norme e progetti di norma per settori specifici. Dall’accordo è nato, tra l’altro, il seminario “Valutazione del ciclo di vita del prodotto - Normative e applicazioni”, in programma a Bologna il 5 luglio, che si propone di approfondire implicazioni e modalità espresse dalla norma UNI EN ISO 14040 sulla LCA (per ulteriori informazioni: www.uni.com/uniclub/seminari/ambiente/prog.html). Prosegue inoltre l’attività seminariale di Uniclub e AICQ, sul tema “Come preparare la transizione tra le ISO 9000:1994 e le ISO 9000:2000”, con l’annuncio di un nuovo corso previsto a Milano, il 17 e 18 luglio (per ulteriori informazioni: www.uni.com/uniclub/seminari/home.html).
UNI activities
UNI and Cermet have signed an agreement of cooperation to organise joint seminars, conferences and technical courses with the purpose of developing available information and continuous training on standards and proposed standards for specific sectors. One of the results of this agreement is the seminar entitled “Evaluation of the life-cycle of the product - Standards and applications”, planned for July 5th in Bologna, which sets out to look in detail at the implications and methods expressed by UNI EN ISO 14040 on LCA (for further information: www.uni.com/uniclub/seminari/ambiente/prog.html).
Uniclub and AICQ continue to work together in terms of “How to prepare for the transition from ISO 9000:1994 to ISO 9000:2000”, with the announcement of a new course to be held in Milan on July 17-18th (for further information: www.uni.com/uniclub/seminari/home.html).
| ISO 14001 per AssiDomän Ania
AssiDomän Ania - nota realtà lucchese produttrice di carte a base macero per ondulatori (per copertina e onda) - ha ottenuto, prima in Italia, la certificazione ISO 14001 per la gestione ambientale. L’attestato costituisce il riconoscimento della politica intrapresa da qualche anno dal gruppo AssiDomän, con l’obiettivo di ridurre in tutti i Paesi l’impatto ambientale delle proprie attività, operando secondo criteri di ecologicità e sostenibilità economica.
ISO 14001 for AssiDomän Ania
AssiDomän Ania - a renowned Lucca-based producer of paper using waste pulp for corrugating machines (for covers and waves) - is the first in Italy to receive ISO 14001 for environmental management. This attestation is recognition of the policy adopted several years ago by the AssiDomän Group, with the aim of reducing the environmental impact of its activities in all countries, operating in respect of criteria of eco-awareness and economic sustainability.
